This is terrible news -- I went to law school in Chicago in the late 1980's, and remember West Rogers Park as the closest thing in the city to Crown Heights (Eastern Parkway and points south) or Borough Park. The Orthodox there are "Old Schul": none of this "Reconstructionist" nonsense. I can't speak to this particular fella, but I knew about a dozen Mauritanians in Brooklyn before I alighted for Egypt and while I agree with most of what you're both saying and implying, those I knew didn't really have a color issue, heck they had less of a color issue than Americans.
I lived in an all black neighborhood of Brooklyn (I was THE EXCEPTION) and the Mauritaniana I knew all worked for the Yemenis in the delis, and they were shocked at how the darkest ones among them (they all had Caucasian features but their skin tones ranged from white to African-Americcan colored black) were accepted and befriended by the locals while the rest of them were regarded with suspicion and distance.
They themselves found this funny, ridiculous and upsetting because like in most middle eastern urban environments they felt no difference between each other based on skin tone and were shocked to discover that suddenly they were judged so differently because of it.
